Looking for the safe path on a modified import before I flash anything. Read-only so far.

2018 Ford Explorer, EcoBoost 3.5L, US-built (VIN 1FM5K8HT8J…), imported to the Netherlands

Importer localised it: SYNC UI in Dutch, EU maps. They also changed the instrument cluster to Dutch + km (I understand that’s a separate module — not asking about that here. I can provide that detail if needed)

Problem

CyanLabs interrogator USB fails in the car with
SIGN_ERR01. Same USB + Syn3 Updater build runs fine in my EU Fiesta, so it’s the Explorer’s APIM rejecting the signed package, not the stick. -
So I read the APIM as-built with FORScan (OBDLink EX) instead.
What I found — APIM region edited US->NL Compared factory as-built (Motorcraft, by VIN) vs live read. APIM 7D0 blocks identical except the region code in 7D0-02-01:

Factory:
7D0-02-01 5553 0104 E46B→55 53= ASCII “US” -
Current:
7D0-02-01 4E4C 0104 E45D→4E 4C= ASCII “NL” -
7D0-01-01 differs only in checksum (
0CC1→06BB), consistent with the edit.
So the importer set the APIM market code US->NL to run EU/Dutch software + maps on US hardware. Assuming that’s the cause of the interrogator SIGN_ERR01 — would appreciate confirmation.
What I want

The latest stable 3.4 build that’s safe for this US APIM.

I do not need to keep Dutch UI or EU maps if that is a real update problem. Built-in EU nav is only a backup to Apple Carplay.

I can revert the APIM region to US/NA if that’s the cleaner, safer route, but not preferred.

Cleanest safe path for this US-hardware unit: revert region US->NL->US and flash the NA 3.4 package, or keep NL region and flash EU? Is going back to NA the lower-risk option?

Will reverting the region clear the
SIGN_ERR01, or does that error indicate something beyond the region edit? -
Correct install mode for a region-converted import — AutoInstall or reformat?

Anything else specific to importer-modified APIMs I should check before flashing?
