Please attempt to redownload the file and re-copy to the USB usually this is a failed or corrupted download/file. also use a decent quality usb not some cheap chinese crap.
PKG_ERR03 referes to a failed untar of the package so further indicates a corrupted file. check the md5/sha1
downgrade back to 19101 or 19200 then. i haven't personally used 19274.
