The button sequence shouldn’t be any different though, both cars have a Forward and Radio Power Button
Not necessarily, on an escape for example you need to press the forward button on both the wheel and the cluster to activate diagnostics mode. This is a different button mapping than on my old fusion which was the play/pause button and forward button on the cluster.
Regardless of the buttons you need to press, the physical connection may be different and use a different communication protocol with the APIM. Some vehicles use LIN and others CAN.
If after you apply an as built specific to your vehicle you still can’t get it to reboot or enter diagnostics mode, I’d think there’s an issue with the APIM.
Ah okay I see, my only other comparison was my Dad’s Edge, which restarts the same way as mine should. I’ll take a look into it tomorrow and reply back.
Try this asbuilt from a 2018 Fusion SE that is originally equipped with Sync 3 and see if it resolves the issue.

So I made a back up of my AsBuilt for the APIM before I modified it. I copied that entire table you posted, which disabled my Navigation (I forgot to mention I have Navigation). I tried Power Button and within a split second the Forward Button on the Radio, does not work. Restored my AsBuilt and changed the bolded row only, still does not work.
Does this happen often? If so, I would suspect the APIM could have an issue.
Thankfully no. I did experience a few times where I would connect my iPhone via USB and CarPlay would not start and I’d have to re-plug it a couple of times before CarPlay works again. Otherwise, the unit works normally, just find it weird that I’m unable to do a soft reboot in case that ever happens again.
