This is with the mobile’s data on your PC, right?.
Do this: on your mobile (not PC), try downloading the file using the link I’ve provided before.
Yup I was able to download it on my phone.
If you were able to download it on your mobile using your mobile’s internet but you can’t download it on your computer using your mobile’s internet, then the issue is your computer.
I would also think you would be able to download the file on your mobile using your home’s internet.

Can you access that link but not click download or can you not access that link at all?
If it’s the first then your ISP, Firewall, Corporate policy is blocking my site
If it’s the latter then your ISP, Firewall, Corporate policy is blocking Fords (Microsoft Azure) servers
EDIT: just read @SaNdMaN 's last reply, yeah something on your pc is blocking it, proxy settings? VPN? Corporate firewall? Endpoint protection? etc
Yup I can access the link but when I go to download it it says network failed. Definitely the computer…Any ideas on how to fix this?

Soo I was able to just try both with my firewall being disabled. Neither through the updater or the manual link will download still
Unfortunately there is nothing we can do, your ISP is intentionally or unintentionally blocking access to Azure “Blobs” for some reason, this is microsofts storage used by businesses, (its more than that but this is the simpe version) so it makes no sense why they would be blocking it intentionally, incase your IP is blocked you could cycle the power of your router, this depends on if you have a static IP or not though
Actually… when you used your phone was it on your WiFi or on Mobile Data? that will confirm if it was the Router/ISP or your local PC.

Do you block any Microsoft analytics/telemetry? It might be accidentally blocking Microsoft Azure
I decide to break out the laptop I have and try it on that. So far I am much farther along in the download process. I will update when it completes, good or bad.

You would need hardware.
Non nav APIMs do not have a lot of storage, and maps do require some space, plus a GPS antenna that you almost certainly do not have.
