The maps do not list in the Embedded Consumer Applications Part Numbers report. The map files may be there, but you will not be able to upgrade the NAV without a proper listing. Since the unit is MY20 and you cannot reformat, there is no solution to the extra maps you have installed on the system consuming space. (This is the corruption I am referring to.) Also, MY20 vehicles come with NA 2.20 maps, not NA 18. You also have no map license listed on the system.
At this point you do not have the space to install Gracenote or even a small voice package without causing issues with the APIM.
When you used Ford’s Sync 3 USB package, was this a map upgrade package? A complete map update packaged from Ford takes at least 1.5 hours, close to 2 hours.
This is your storage map:

You now have 2.1GB free space. A proper installation of Sync 3.4 with maps should show about 4.3GB of free space. 2.1GB is marginal to work with and may not be enough to rescue the unit. I recommend you try following this tutorial. It might clear up the extra files or not.
