ESN locked means that a straight install via USB requires a license file for the install to proceed.
The license file isn’t generic and it uses the ESN number of the APIM (you can see yours in the general menu/About Sync) and the VIN, the ESN of the APIM has to match what Ford has on file for your VIN. ( Ford - Sync3 Map Update ). If you have replaced your APIM without going through a dealer or have done a reformat to go from Sync 3.0.x to 3.4.x you can no longer obtain updates from Ford as the information on file no longer matches what you have in your car.
If you buy the update from Ford you get 2 downloads, the map set and the license file for your specific vehicle.
Actually you can. You just have to have the original VIN of the vehicle you got the APIM from. Then you change to that VIN in the BCM when you go to install the new maps and they will install just fine. Once installed you change the VIN back in the BCM and your good.
I’m aware of that, and for the normal user that is something beyond their ability to do without purchasing the required OBD2 and all the other bits (eg having a Windows PC/laptop).
The OPs question “what does it mean that the ESN LOCKED”, nobody bothered to answer exactly what that meant.

Yes, use automatic mode and the app will downgrade the Sync system to Sync 3.3 once you choose the maps to run the reformat utility and update the system from there. You will not remove the USB from the vehicle until the reformat is finished, or key cycle anything.

You need a high grade USB (PNY/SanDisk/Lexar/Samsung etc) not a $3 one from a flea market, and make sure that nothing else is plugged into the other USB port.
This takes a bit of patience while it runs (45-75 minutes) which means if you’re going let the car sit in the driveway idling you need to turn off the 30 minute idle timer, leaving the car ignition on in accessory mode you need to have a battery charger connected that can put out at least 10A (assuming you turn off headlights and the HVAC).
Just open and clode the door with the car running will reset the timer, or just run it thru the gears. (Brake on.) You should never leave an idling car unattended.
