you likely have a really small storage APIM, open the reformat.lst in notepad and remove the line for 4U5T-14G423-AA then save and retry

So I think your on Mac or Linux. Your usb is likely formatted as gpt not mbr. It needs to be master boot record and exfat not anything else.
This is how I have the drive formatted.
Took the drive to my office and formatted on my windows pc, reinserted it and I get the screen “starting update”…it never starts.
You still are not making sure it’s MBR not GPT
