The database says 4U5T-14G371-CDE is not a 2020+ APIM but there are a TON for sale from China with this part number. Every search I do on it says it is a 2020+ model.
i am going to throw a hail mary and see if i can downgrade and make the APIM rwdata clear unless you have something else to offer? or do you believe my apim is toast

Well based on what I see it cant hurt to try. At this point the worse that could happen is it would work.
You VIN indicates this is a Sync 3 retrofit. You orginal hardware was Sync 1.
